The communication around data center failure as a possibility should be communicated well enough and understood by the customer. AWS offers so-called "regions" and "availability zones" to mitigate risks of partial or complete datacenter outage. I know that too fails. The complexity of building a DR are many. There is a great <a href="http://channel9.msdn.com/Series/FailSafe" rel="nofollow">series on Channel 9 called Fail Safe</a> from the Azure CAT and Microsoft Consulting that talks about dealing with resilient architecture. <br /><br />One thing I'll point out that isn't clear in your post regarding Fault Domains. Your post seems to indicate that fault domains span data centers, but they do not. When you say "If the Azure west coast data center have a fault domain defined in East Coast".
